DUTIES AND RESPONSIBILITIES:
ESSENTIAL FUNCTIONS:
- Oversees the psychiatric and primary care provided to the clients by Agency Psychiatrists.
- Provides direct or clinical supervision to clinical staff (psychiatrists, nurses, psychiatric nurse practitioners, FNP, physicians)
- Directly or by delegation facilitates any psychiatric and medical residents or fellows and oversees the arrangements with schools of hiring learning or other entities, ensuring the appropriate placement and supervision within IHW.
- When necessary conducts psychiatric assessments and treatment to individuals who may have issues of mental illness and/or chemical dependence. Has primary psychiatric responsibilities for some clients in both the MH and CD clinics.
- Meet Agency requirements for qualitative and quantitative contacts with clients which includes conducting mental status exams, rendering diagnoses in accordance with DSM criteria, providing ongoing psychopharmacology, and assisting non-medical treatment staff with crisis intervention and assessments.
- Participates in hiring and supervising employee and independent contractor Psychiatrists, physicians and other medical personnel assigning them as appropriately within HIS and other areas within the agency. When other areas are hiring psychiatrists, physicians and other medical personnel, the Medical Director, as the lead psychiatrist will on a consultative basis participate in the interviewing process to ensure the candidate meets the standards set by the Agency and can provide the quality of care and best practices.
- Will be available for consultation and will attend case conference meetings as schedule permits.
- Participates in interdisciplinary meetings (i.e.; Leadership team, Staff team meetings) involving HIS and other areas within the agency as they are needed.
- Assessments will be required to be conducted within the time parameters set by the NYS Office of Mental Health and CCNS.
- Is familiar with the OMH, OASAS, DOH regulations and standards, as well as the necessary documentation to ensure compliance.
- Psychiatric Evaluations and mental status examinations are typically one 45 minutes in length, and medication management sessions are typically 15 minutes in length for adults and 20 minutes in length for children.
- Complete all quantitative and qualitative documentation within time limits set by CCNS and in the format required.
- All assessments are to be completed on agency forms and are to be filed by the end of each business day.
- Documentation requirements include writing progress notes and Evaluation and Management notes for all face-to-face, tele-psychiatry, and telephone contacts with clients and collaterals,
- Completing encounter forms and treatment plans as needed, & writing thorough and clinically accurate mental status assessments.
- In the event guidance is needed medical director will make themselves available for consult 24/7.
- Will work with the clinical team to facilitate successful completion of all continuous quality improvement projects adopted by the agency.
- Will administer intra-muscular injections as required.
- Maintains up to date knowledge of relevant funding source regulations and reporting criteria.
- Participates in CCBQ Agency meetings and workshops/trainings as required/requested.
- When appropriate may participate directly or by delegation in Court, Department of Education, conferences and/or hearings; represents the Agency at professional forums and maintains relationships with internal and external constituencies.
- Adheres to all funding source standards in addition to the Agency (Catholic Charities Brooklyn and Queens) policies and procedures; seeks
- Guidance and clarification from their immediate supervisor regarding interpretation, applicability, and implementation.
- Other duties assigned as needed.
- Conducts and/or supervises training and educational programs for the staff relevant to the mental health/chemical dependence treatment of children, adolescents and adults regarding best practices; evidenced-based tools and practices and emerging practices.
- Develops and maintains in practice high professional standards for staff, in accordance with the Agency's mission.
- Ensures compliance with any and all other policy, legal, regulatory, fiscal, or other mandates; consulting with the Offices of the Executive Director, Human Resources, or Fiscal/Business Affairs as appropriate Other Duties: Maintains up to date knowledge of relevant funding source regulations and reporting criteria.

SPECIFICATIONS FOR EDUCATION:
- Doctor of Medicine (M. D.)
- Board Eligible or Board Certified in Psychiatry required.
- Valid New York State DEA number required.
SPECIFICATIONS FOR EXPERIENCE AND TRAINING:
- Three years of postgraduate hospital training in an accredited residency program approved by the Accreditation Council for Graduate Medical
- Suboxone Certified
- Excellent clinical skills, ability to perform evaluations, diagnose and treat mental illnesses, and have excellent knowledge of psychopharmacology required.
- Ability to work with children and adolescents.
- Time management, organizational, and computer skills.
- Ability to evaluate and intervene in crisis situations.
- Flexibility to cover other work sites & available for crisis consultation.
- Excellent oral and written communication skills.
- Must have up to date knowledge of psychotropic medications; and evidenced-based/best practices treatment modalities for children, adolescents and adults with mental health and chemical dependence issues.
- Must have knowledge and familiarity of OMH, OASAS, DOH and other pertinent regulations, and good working relationships with regulatory staff.
- Must having working knowledge of Microsoft Office Suite
- Ability to interact with multi-disciplinary staff.
- Able to engage with children/adolescents, families and/or adults personally to assist their adjustment to the therapeutic experience.
- Tact and flexibility in order to motivate and support staff.
- Membership in professional associations (i.e. American Psychiatric Association, American Medical Association, American Academy of Child & Adolescent Psychiatry), as a way to keep abreast of current issues/treatments a plus.
- An understanding of and the ability to communicate the Agency's mission.
- Bilingual Spanish/English speaking preferred with the ability to conduct assessments and medication management sessions.
SPECIFICATIONS FOR PHYSICAL REQUIREMENTS:
- Regularly required to talk, hear, walk, stand, & sit.
- Should be able to operate a computer keyboard, mouse, & office equipment.
- Ability to read printed materials and computer screens.
- Ability to travel to multiple locations within the five boroughs as needed.
